Super and Heroic: A point division guideline for GMs that want a certain “feel” from the character

A true superhero can be divided a super part and a heroic part. The Super part is what makes him above the best(or below the worst) of society. This includes powers and normally impossible characteristics, but also weaknesses to thing that don't affect the most of us. Below is a table of Super power guidelines:

Super Level Base Maximum Points from Maximum Points from any Total
Points Disadvantages One Type of Disadvantage Points
Low-Powered 75 25 50 100
Mid-Powered 125 75 50 200
High-Powered 225 75 60 300
Near-Cosmic 325 125 75 450
Cosmic 350 125 75 550

The Heroic part of a superhero is everything else. This includes most Skills and Perks, above-average yet realistic Characteristics, many Disadvantages, and Powers as workarounds representing high athletic prowess. Unlike Super Levels, all characters have some sort of Heroic Level, even the average citizen.

Heroic Level Base Maximum Points from Maximum Points from any Total
Points Disadvantages One Type of Disadvantage Points
Incompetent -25 25 25 0
Normal 0 25 25 25
Skilled 25 25 25 50
Competent 50 50 25 100
Heroic 75 75 25 150
Powerful 100 100 25 200
Peak 125 125 40 250

Free? A badass super woman? Or is this the exact costume you dress up in when a pro life bill passes? via /r/The_Donald

“The Supreme Court has explained that the Elections Clause also imposes implicit restrictions on the power to regulate congressional elections. Neither Congress NOR THE STATES may attempt to dictate electoral outcomes, or favor or disfavor certain classes of candidates. “

Does this mean WE have a Supreme Court case that our constitutional right to fair elections is impeded by states who make it easy to cheat in elections; i.e. vote harvesting, no voter I.D. laws, lax absentee balloting, mass mailing of absentee ballots, long periods of early voting, corrupt elections officials?
