Jamil Chade, a journalist who is covering the World Cup for O Estado de S. Paulo, one of Brazil's biggest newspapers, published this story a few minutes ago (link in Portuguese).
He was in a "FIFA hotel" in Moscow and was eating in the same restaurant as the emir of Qatar, who was invited to watch the final and represent the hosts of the next World Cup. According to Chade, the emir left the premises without paying the bill and he (the journalist) was asked to settle it (!). So he took a picture of it and commented the surreal moment. Immediately afterwards, security expelled him from the hotel.

And here's the unpaid bill. The emir left behind a 5,770 rubles bill (about 92 dollars).
