Super and Heroic: A point division guideline for GMs that want a certain “feel” from the character
A true superhero can be divided a super part and a heroic part. The Super part is what makes him above the best(or below the worst) of society. This includes powers and normally impossible characteristics, but also weaknesses to thing that don't affect the most of us. Below is a table of Super power guidelines:

The Heroic part of a superhero is everything else. This includes most Skills and Perks, above-average yet realistic Characteristics, many Disadvantages, and Powers as workarounds representing high athletic prowess. Unlike Super Levels, all characters have some sort of Heroic Level, even the average citizen.
